Regional and Local Development


The Regional and Local Development Department provides an essential link between the economic development strategies of the provincial and federal governments and the region’s businesses and social economy enterprises. It is also closely involved in community socio-economic planning and project implementation. The Department’s activities fall under three main sectors: regional development, local development and business development. The Department is largely funded by the Québec government through the Agreement concerning Block Funding for the Kativik Regional Government (Sivunirmut Agreement). Additional funding is provided by various Québec government departments through specific agreements, as well as by Indigenous and Northern Affairs Canada (INAC). In January 2015, the Department renewed its funding agreement with INAC for five years for the continued delivery of front-line economic development services and financial assistance for regional business start-up and expansion activities.

Regional Development

Pursuant to the Act respecting the Ministère des Affaires municipales, des Régions et de l'Occupation du territoire, since April 2015 the KRG is the body responsible for acting in regional development matters in the Kativik sector of the Nord-du-Québec administrative region and the primary interlocutor of the Québec government regarding regional development. Under the Sivunirmut Agreement and several specific agreements, the Department carries out mandates concerning elders, women and families, arts and literature, agro-food and the social economy. It also administers the Territories Development Fund.

Local Development

Under mandate B.19 of the Sivunirmut Agreement, the Department is responsible for promoting local development by socially oriented individuals and local groups, youth entrepreneurs and the private sector. Initiatives do not focus on profits, but on meeting specific community needs.

Business Development

Every year, the KRG makes direct contributions and loans to businesses and socio-economic enterprises. Much of this business development funding is drawn from the Makigiarutiit Fund. The Makigiarutiit Fund was created in 1999 to stimulate private enterprise and its first phase was in effect until 2003. The Fund’s second phase was established at the Katimajiit Conference in 2007 as part of the Economic and Community Development Agreement. In 2014, as all the funding available under phases I and II had been used, an investment policy was approved by the KRG Council for the revenue generated by the reimbursement of loans under phases I and II. In the spirit of the first and second phases, the investment policy targets support to economic development, local employment and community development projects. The third phase of the Makigiarutiit Fund was created in 2013 further to the signing by the Québec government and the KRG of the Special Agreement establishing the Terms of Application of the Aboriginal Initiatives Fund II in Nunavik. Based on an investment policy, loans, loan guarantees, financial contributions and investments in preferred shares are offered for business and social economy enterprise infrastructure, business expansion and regional projects.

Social Economy

The social economy refers to all economic activities carried out for social purposes by enterprises whose activities include the sale or exchange of goods or services.
